The Court Services and Offender Supervision Agency (CSOSA) is a federal agency tasked with supervising offenders in the District of Columbia.

CSOSA’s ADR program is designed to resolve workplace disputes among its employees. In the past, the ADR program has outsourced responsibility for conducting organizational climate assessments to external consultants, who have each used slightly different research methodologies and criteria. Drawing on these previous assessments, on comparative research of best practices at other federal agencies, and interviews with stakeholders at CSOSA, with ADR practitioners at various federal agencies and with private sector ADR practitioners, HNMCP will seek to develop a best-practice template and research methodology for conducting organizational climate assessments at CSOSA.
