The Public International Law & Policy Group (PILPG), a 2005 Nobel Peace Prize nominee, operates as a non-profit, global pro bono law firm with a proven record of providing expert guidance to parties engaged in the peace process.

PILPG has engaged HNMCP to create a conflict-analysis framework that will allow PILPG and its clients to better understand the actors involved in the conflict, the relationships between these actors, and the interests of parties to negotiations. This framework will be a tool PILPG could use to: quickly train new staff members and volunteers on the conflict dynamics so as to allow them to engage more rapidly and efficiently with new clients; and to help clients and PILPG visually understand the motivations and interests of various parties to the negotiation. HNMCP will design a conflict analysis for the Syrian conflict within a framework that can be replicated for other conflicts.

Activities & Deliverables

• Information gathering from PILPG’s Syria team to develop a further understanding of the conflict and the type of framework that would be most helpful;
• Survey of conflict-analysis approaches used in other contexts and for other purposes;
• Research and analyze potential visual tools to accompany a written conflict analysis;
• Deep dive research into the actors, relationships, and interests of parties engaged in the Syrian conflict;
• Test developed framework against other PILPG peace negotiations clients;
• A conflict-analysis framework template that be tailored to any conflict context;
• Utilizing the prepared framework, a completed Syrian conflict analysis, including a visual, interactive conflict analysis, and an accompanying written analysis.
